Oregon’s med­ical mar­i­juana law pro­vides a safe-haven for large scale drug pro­duc­tion and traf­fick­ing oper­a­tions, law enforce­ment offi­cials told state law­mak­ers on Thurs­day in tes­ti­mony sup­port­ing a pro­posed over­haul of the sys­tem. The bill, pro­posed by three law­mak­ers who are for­mer state troop­ers, would make it harder for peo­ple to qualify
